How much does ad creative production cost for apps and games?

Ad creative for mobile apps and games is priced two ways: per ad or per month. Typical published ranges run from about $75 to $3,000+ for a UGC video, $400 to $1,500 for a traditionally produced short-form video, $50 to $200 for a static, and $2,000 to $8,000 for a playable. Monthly creative retainers typically run $4,000 to $20,000+. The ranges are wide because the price depends on volume, format, usage rights and whether strategy and testing are included. The number that matters is not cost per ad but cost per winning ad.

Why are ad creative prices so wide?
Because “an ad” can mean very different things. A creator’s raw selfie footage, a finished edit with hooks and captions, and a playable built by a developer are all called ads, and they sit at opposite ends of the range.
The way you buy changes the unit too. Some partners quote per ad. Others charge a monthly fee for a volume of work, which may or may not include the thinking that decides what to make. Two quotes for “20 ads a month” can describe completely different jobs.
What are the main ways to buy ad creative?
The ranges below are typical published ranges from across the market, not quotes.
Freelancers and individual UGC creators. Creator videos typically run from about $75 to $3,000+ per video, depending on the creator’s tier and following. Usage rights to run the footage as paid ads often add 50% to 150% on top. You usually get footage or a lightly edited ad; the brief, the hooks and the testing plan are yours. Whether AI can stand in for some of this is its own question, covered in AI actors vs real UGC ads.
Creative studios. Traditionally produced short-form video typically costs about $400 to $1,500 per asset, and statics about $50 to $200. Playables, which need development work, typically run $2,000 to $8,000. A studio produces well to a brief, but usually does not decide what the brief should be or read the results.
Full-funnel user acquisition and creative agencies. These charge a monthly fee, and creative retainers typically run from about $4,000 to $20,000+ a month. The fee usually covers creative strategy, production, testing and, at full-funnel agencies, media buying, so that what gets made next is driven by what the data says. Agency fee models are covered in how much a user acquisition agency costs.
An in-house creative team. A team of strategists, editors, designers and a creative lead typically costs $250,000 to $400,000 a year in salaries. You get full control and deep product knowledge, with fixed capacity: when you need double the output, you hire.
AI tools. AI-assisted production has pulled unit costs down sharply. Typical published ranges put an AI-assisted short-form video at about $80 to $300, against $400 to $1,500 traditional, and a static at about $10 to $40, against $50 to $200. The tool generates the output; deciding what to make and whether it is good is still a human job. More on the generation side in what AI video generation costs.
What drives the cost of ad creative?
Six things move the price more than anything else:
- Volume. Per-ad prices fall as volume rises, because briefs, shoots and templates get reused.
- Formats. Statics are cheapest, video sits in the middle, and playables cost the most because they are small pieces of software.
- Strategy and testing. A quote that includes research, concepts and reading results costs more than one that only covers production, and does a different job.
- Usage rights. Creator footage licensed for paid ads, for longer periods or more platforms, costs more.
- Revisions. Rounds of changes add time. A clear brief and a fixed revision allowance keep the cost predictable.
- AI-and-human production. Mixing AI generation with human strategy, editing and checking lowers the cost per ad, and can raise the number of ads you can afford to test.
Cost per ad or cost per winning ad: which matters?
Cost per winning ad. Most ads in any batch do not become winners, so the useful question is what it costs to find one that does.
Compare two ways to spend the same budget. One buys a large number of cheap ads made to a loose brief. The other costs more per month but includes the strategy that decides what to make: research into what is working in the category, clear concepts, and a read of last week’s results feeding next week’s ads. The second usually finds winners more often, so each winning ad costs less, even though each ad costs more. Cheap ads often produce the most expensive winners.
The test spend needed to find each winner adds to this, which is another reason a low hit rate costs more than it looks. When you compare quotes, ask each partner how they decide what to make and how they read the results, not only what an ad costs. A performance creative production agency should be able to answer both.
Why does creative volume matter more than unit price?
Because creative is the single most important lever for paid performance. Ad platforms now automate most targeting and bidding, so the ads you feed them decide most of the result. Winners are rare and they tire, so the teams that scale are the ones that test enough ideas to keep finding new ones.
That is why a lower unit price is worth most when it buys more tests, not when it only shrinks the bill. To see how many ads your budget can support, use the creative volume calculator.
How does RocketShip HQ price ad creative?
RocketShip HQ is a full-funnel user acquisition and creative agency for mobile apps and games, founded in 2018 by Shamanth Rao and headquartered in New York and Tallinn, Estonia. It is an official partner of Meta, Google and TikTok.
We do not sell ads one at a time. Engagements start at $7,500 a month, and we work with apps and games spending at least $50,000 a month on ads. Fees typically depend on the number of creatives, number of channels and operational complexity.
We make thousands of ads a month, with hundreds a week for a number of at-scale clients, using AI-and-human generated video and images. We build our own tools for creative intelligence and production, which is why we can produce at that volume without passing software bills on through the fee. More in about RocketShip HQ.
Is RocketShip HQ a fit?
We are a fit if you spend $50,000 a month or more on ads, with production driven by what the account data says. We are not the best fit for a handful of high-production-value ads at low volume, or for one-off projects. Whoever you consider, use how to evaluate a mobile growth or user acquisition agency to compare them.
Frequently asked questions
How much do UGC ads cost? Typical published ranges run from about $75 to $3,000+ per video, depending on the creator’s tier, the length and the editing included. Paid usage rights often add 50% to 150%. Packages of several videos from one creator usually cost less per video.
How much does it cost to create a video ad? A traditionally produced short-form video ad typically costs about $400 to $1,500. AI-assisted production brings that to roughly $80 to $300. Longer, higher-production pieces with crews, locations and actors cost far more.
How much do playable ads cost? Typical published ranges are $2,000 to $8,000 per playable, depending on how many interactions it has, the art involved and how many networks it must be built for.
How do creative agencies get paid? Usually by a monthly retainer for a volume of work, by project, or per ad. Full-funnel agencies that also run media buying often combine a monthly fee with a percentage of ad spend.
How much do creative agencies charge? For performance ad creative, monthly retainers typically run from about $4,000 to $20,000+. What matters is what the fee includes: production alone, or strategy, testing and analysis as well.
Is ad creative AI any good? It is good at speed and volume, and AI-assisted ads now compete with traditionally produced ones in many categories. It still needs a human to choose what to make and to check every ad before it goes live.
Is UGC still a thing in 2026? Yes. Creator-style video remains one of the most common formats for app and game advertising. What has changed is that AI-generated presenters now sit alongside real creators, which lowers cost and raises volume.
Is ad creative production cost the same as ad spend? No. Production cost is what you pay to make the ads. Ad spend is what you pay the platforms to show them. Budget for both, and for enough spend to test each new ad.
