Short answer: there is no fixed number; our usual guide is at least about 8 ads per ad set. Meta allows up to 50 per ad set, so the real limits are how many genuinely different ads you have and whether the campaign gets enough conversions a day for Meta to choose between them. Put one creative direction in each ad set, with several ads across angles, hooks and formats, and add new ads in a separate testing ad set rather than into the one that is working.

What is Meta’s limit on ads per ad set?
Meta’s Marketing API documentation sets the maximum at 50 non-deleted ads in an ad set (the ad set reference phrases it as 50 non-archived ads). That is a ceiling, not a target. It does not mean all 50 ads will receive meaningful delivery.
Why at least about 8?
Because Meta allocates delivery using predicted opportunities and pacing, rather than splitting spend evenly. Some ads can receive much more exposure than others (why Meta spends more on one ad). Our reason for supplying several ads is to give delivery more useful options and avoid depending on one execution. The number alone does not guarantee a fair comparison or prevent fatigue.
The number is our planning guide, not a platform minimum. Eight near-identical edits of one video give Meta less to work with than five ads with different hooks, formats and reasons to install. If you can only make a few genuinely different ads, the bottleneck is creative production, not ad set setup.
Can an ad set have too many creatives?
Yes, if the set contains more hypotheses than you can fund and interpret. Meta does not divide the budget equally, so dividing budget by ad count is not a prediction of each ad’s spend. The practical problems include:
- You can’t tell what you tested. If 30 ads are dumped in one ad set with no record of which direction each belongs to, it becomes harder to interpret what worked. We call this asset stuffing: every creative in one ad set, nobody sure why each ad was made.
- New ads struggle against proven ones. An established ad can dominate spend, leaving new ads with too little exposure to judge. We therefore prefer a separate test budget for new ideas. A low-spend ad is inconclusive, not a proven loser.
How should you group creatives across ad sets?
By creative direction: one idea, expressed through several ads. For a game, directions might be progression, relaxation or achievement; for a subscription app, testimonials, before-and-after or problem and solution. Each ad set holds one direction with several ads across angles, hooks and formats, so you can compare several executions of the idea. Results still depend on allocation and execution, not just the theme. Variants of a winner (a new hook, new on-screen text) are not the same as a new direction; make both, and track them separately (concepts versus variants).
Two settings change how this plays out:
- The flexible ad format lets one ad hold up to 10 images and videos, where available, with Meta choosing the format per viewer and placement. Some accounts now show the multimedia format instead. It is a way to get more out of a direction you trust; separate ads give a cleaner read when you are testing new ones.
- Advantage+ app campaigns can now have more than one ad set, per Meta’s developer documentation, so grouping by direction works with Advantage+ on as well.
Does budget change the number?
Budget affects how many tests you can fund and how quickly you can read them. Size the campaign in conversions a day: ideally 30, and 10 is good. On a small budget, 1 or 2 a day is fine; reads just take longer. For each creative test, aim for 10 a day; 2 or 3 is the bare minimum only when cost per conversion is very high. If you have heard that each ad set needs 50 conversions a week, that is really old guidance we would avoid. The full testing setup is in how to structure Meta campaigns for creative testing.
When should you add or replace creatives?
Keep adding. Winners tire, and the defence is a steady flow of new directions alongside variants of what is working, introduced through the testing ad set and moved into scaling once they hold their cost per conversion. Remove ads that have clearly lost rather than letting them sit, and keep a log of what each direction taught you. To check whether the account as a whole has enough variety, measure creative diversity in your Meta account.
Frequently asked questions
How many creatives per ad set on Meta? There is no fixed rule, but typically at least about 8, across different angles, hooks and formats. Meta’s limit is 50 ads per ad set.
Is 3 to 6 ads per ad set enough? It can run. Our usual guide is about 8 or more useful ads, but a smaller set of distinct, well-funded ideas is preferable to padding the count with near-duplicates.
Should I put all my creatives in one ad set? Not without structure. Our preference is to group ads by creative direction and fund new tests separately. That helps organize the evidence; it does not guarantee equal exposure or isolate the theme’s causal effect.
Do Advantage+ app campaigns need a different number of creatives? No. The same logic applies, and Advantage+ app campaigns can now have more than one ad set, so you can still group ads by direction.
